I'm guessing there will be many people who will not have heard of Captain Commando or know why I matched him with Spider-Man.
I did so because these two symbolize their respective companies and were representing them in the Marvel VS Capcom game.
Marvel Comics' Spider-Man debuted in Amazing Fantasy #15 in 1962 and then got his own series called The Amazing Spider-Man.
His origin is that as when he was still in high school Peter Parker was bitten by a radioactive spider. Thus he gained his powers which include the proportional strength and agility of a spider, being able to cling to surfaces (which lets him walk on walls and ceilings), and his 'Spider-sense' which alerts him to coming dangers. Peter is also something of a science wizard and he developed web-shooters which attach to his wrists and eject silk-like webbing which he uses to subdue opponents.
Captain Commando is the mascot for the video game company Capcom. He made his game debut in 1991's 'Captain Commando' leading his 'Commando Team'.
He is a skilled soldier and his equipment augments his physical capabilities to superhuman levels. It also allows him to shoot flames and electrocute foes.
These two have very different powers so it's difficult to compare.
Captain Commando is probably stronger, but Spider-Man is much more agile.
It may come down to experience. Spider-Man has fought many foes including those with similar powers to Captain Commando whereas the Captain probably never faced anyone quite like Spider-Man.

"Man, do I remember the Captain and his three teammates from the arcade game! A lot of my disposable income was fed one quarter at a time into that machine. And I have to admit, I enjoyed every minute of it!"
